We therefore commit to completing this multi-year plan by respecting and following the 9 key themes necessary for its full design, namely:

2.1 Strategy

The first steps consist of:

  • Identifying the relevant services.
  • Initiating compliance audits.

2.2 Accessibility Coordinator

A digital accessibility coordinator is in the process of being appointed.

This coordinator will play a key role in:

  • Coordinating the approach.
  • Supporting teams.
  • Monitoring regulations and technical developments.

A dedicated job description will be defined in the coming year.

The resources mobilized at this stage are mainly internal (project managers, IT managers, communication staff).

External support is being considered to:

  • Assist with audits.
  • Train teams.
  • Advise on accessibility best practices.

The goal is to structure human and budgetary resources as part of the multi-year plan.

2.4 Job Descriptions

Integrating accessibility-related tasks into job descriptions is a medium-term objective.

A review will begin in 2025 to identify the roles concerned (editors, developers, project managers, etc.) and incorporate accessibility concepts into job frameworks.

The aim is to enhance team skills through:

  • An introduction to RGAA.
  • A presentation of the challenges and legal requirements.
  • Targeted practical modules based on roles (editor, developer, etc.).

A cross-functional monitoring committee will be established, involving the relevant internal stakeholders (IT, communication, management, legal, etc.).

This committee will oversee the progress of the action plan and ensure the consistency of initiatives.

Incorporating accessibility in digital public procurement is a priority to be addressed in the coming months.

Work is planned with the Procurement Department to:

  • Revise RFP templates.
  • Introduce clauses aligned with EN 301 549 and RGAA standards.

  • Specifications from the scoping phase.
  • Tool and solution selection.
  • Validation stages before going live.

Support will be provided to project managers to ensure realistic and concrete consideration of accessibility.

2.9 Annual Action Plan Assessment

The first annual action plan will be developed following an initial assessment scheduled for 2025.

This review will evaluate:

  • Actions completed.
  • Priorities for the following year.

It will be part of a continuous improvement approach, with transparent communication on progress.
